Title: SUBSTITUTE - Accepting the continuing dispatch services from Dane County for City of Madison police, fire and ambulance services, agreeing to continue the terms of the current Agreement until a Scope of Services is in place, acknowledging the ongoing and collaborative work to develop a Scope of Services to be implemented by the Dane County Public Safety Communications Center and all user agencies of the Center, and reaffirming the City’s interest in pursuing a countywide 311 or 311-style system.

There is no fiscal impact associated with the continuation of existing dispatch services and the development of a Scope of Services.

Body
WHEREAS, the City of Madison and Dane County entered into Agreement No. 90316 in April,1988, under which the County committed to providing a dispatch center and dispatch functions for police, fire and ambulance services within the City of Madison; and

WHEREAS, the Agreement provided that the County would assume operation of the City’s dispatch services for a period of twenty (20) years commencing on July 3, 1988, i.e. until July 3, 2008; and

WHEREAS, the City of Madison and Dane County respectively desire to continue receiving and providing dispatch services for police, fire and ambulance services; and

WHEREAS, the City of Madison passed Resolution number 08-00660 on June 17, 2008, authorizing the execution of an Amendment of Agreement to extend the terms of the original agreement for two (2) six-month periods, i.e. until July 3, 2009; and

WHEREAS, the City of Madison introduced legislative file number 15003 on June 3, 2009, authorizing a thirty (30) day extension of the existing agreements, i.e. until August 3, 2009, in order to allow the new Dane County 911 Center Director, John Dejung, an opportunity to review the draft Agreement language and offer his recommendations based on his professional experience and expertise; and
