Authorizing the Mayor, City Clerk and Chief of Police to accept the FY 2009 Recovery Act: Edward Byrne Memorial Justice Assistance Grant (JAG) award in the amount of $907,829 and to utilize these funds to support several law enforcement initiatives.
Body
WHEREAS, as part of the landmark American Recovery and Reinvestment Act of 2009, the U.S. Department of Justice through the Office of Justice Programs, designated the City of Madison to receive a formula Justice Assistance Grant (JAG) award; and,

WHEREAS, the terms of the grant require that Dane County, the City of Fitchburg, the Town of Madison, the City of Middleton, the City of Monona, the City of Sun Prairie, the City of Verona and the City of Madison submit a joint application under one agency; and,

WHEREAS, in April, 2009 Mayor Dave Cieslewicz, County Executive Kathleen Falk, Mayor Thomas Clauder, Chairperson James Campbell, Mayor Kurt Sonnentag, Mayor Robb Kahl, Mayor Joe Chase and Mayor John Hochkammer signed a Memorandum of Agreement regarding a proposed plan for the allocation and administration of any funds awarded; and,

WHEREAS, under the terms of the grant, a copy of this Memorandum of Agreement regarding the proposed allocation of funding was circulated to all City of Madison alderpersons in April 2009; and,

WHEREAS, a public hearing was convened on April 6, 2009 with no comment.

NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept the $907,829 from the Office of Justice Programs, Bureau of Justice Assistance and to sign required grant documents; and,

BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows...
