PREAMBLE

The community based Nowcast and Forecast Operation System or INFOS is a web-based platform designed to provide real time gauge and modeling information for the Yahara Lakes. The real time gauge information will include USGS measurements and INFOS installed gauges at critical points of interest. The integrated hydrologic & hydrodynamic modeling components will provide lake characteristic information including spatial water level, velocity, sediment transport, and nutrient fate. The project consists of three phases: (i) meteorological data and instrument gauge data compiling; (ii) model setup, calibration, validation, and application; (iii) nowcasting and forecasting of a web-based interface to visualize model results and gauge information to the internet. The project goal is to allow users and managers the ability to evaluate and assess management strategies for the Yahara Lakes system and provide a community based system.

City Engineering staff will be creating this web-based platform with assistance from the University of Wisconsin Environmental Fluid Mechanics Program. The project will continue through 2012.

The Wisconsin Department of Natural Resources Lake Planning Grant Program offers financial assistance for lake protection projects that will improve and protect water quality. City Engineering will apply for this grant in 2009. Should the City of Madison receive a grant for this project, the funds would be used to purchase necessary equipment and other monitoring costs associated with field sampling and computer modeling.

NOW, THEREFORE BE IT RESOLVED, that the City of Madison requests $200,000 in funds available from the Wisconsin Department of Natural Resources Lake Protection Grant Program;
