Fiscal Note
The budget amendment contained in this Resolution reallocates resources in the Landfill operating fund to allow for the PV (photo-voltaic) project at Olin Landfill. Since landfill expenses are covered entirely by landfill remediation fees and reserves, there will be no tax levy or GO Borrowing impact.

The budget amendment needed is as follows:
SO36-58401 (General Building Improvements) $258,000
SO36-54810 (Remediation) ($250,000)
SO36-54303 (Landscaping) ($8,000)

Following the budget amendment, the funds will be available in the account listed on the attached.

Body
WHEREAS the City of Madison is committed to implementing renewable energy systems at City facilities; and

WHEREAS landfills are large open areas where solar energy can be significantly converted to electricity; and

WHEREAS the electricity produced by the Olin Landfill PV System will reduce overall utility costs for the landfill and therefore benefit landfill rate payers; and

WHEREAS this PV system was not included in the 2009 Landfill Operating Budget; and

WHEREAS funds can be reallocated within the fund to allow for this project;

NOW THEREFORE BE IT RESOLVED, that the 2009 Operating Budget of Landfill is hereby amended to fund the Olin Landfill PV System through a reallocation of resources; and

BE IT FURTHER RESOLVED, that the following low bid for miscellaneous improvements be accepted and that the Mayor and City Clerk be and are hereby authorized and directed to enter into a contract with the low bidder contained herein, subject to the Contractor's compliance with Section 39.02 of the Madison General Ordinances concerning compliance with the Affirmative Action provisions and subject to the Contractor's compliance with Section 33.07 of the Madison General Ordinances regarding Best Value Contracting:
