Fiscal Note
As the raises associated with this agreement would go into effect in late October of 2009, the incremental impact on the 2009 Operating Budget is estimated at only $11,947.  This amount is available in the 2009 Public Health Operating Budget.  Annualized additional expenses for 2010 are estimated at $97,739.  This is comprised of $77,658 to increase pay rates, and $20,081 to increase work hours from the current 2015 per year to a new total of 2080 hours per year.  This amount would have to be included in the 2010 Operating Budget.

Body
WHEREAS the City of Madison Common Council and the Dane County Board of Supervisors created a joint City-County Public Health Department through an Intergovernmental Agreement (IGA) that was approved by Common Council on March 27, 2007;
 
WHEREAS the IGA identified Dane County as the employer of staff for Public Health-Madison and Dane County and agreements are already in place to transition all City represented employees of Public Health-Madison and Dane County to Dane County employment;
 
NOW THEREFORE BE IT RESOLVED that the Common Council adopts the agreement authorizing the transfer of unrepresented Public Health-Madison and Dane County to Dane County employment.
