Fiscal Note
Grant funds will support the work of the Committee and will be administered by the Mayor's Office. This funding was originally authorized via Council Resolution (RES-08-00171) amending the 2008 Mayor's Office Adopted Operating budget, but was not reauthorized in the 2009 budget. Therefore, the 2009 Mayor's Office operating budget will need to be amended to recognize an additional $11,326 in revenues, and the commensurate increase in expenditure authority, as follows:

Title
Amending the 2009 Adopted Operating budget of the Mayor's Office in the amount of $11,326 to provide for the reauthorization of expenditures (and associated grant revenues) relating to a Joyce Foundation grant for a Blue Ribbon Committee on Clean Elections.
Body
WHEREAS, the Common Council created the Blue Ribbon Committee on Clean Elections ("the Committee") on March 20, 2007 (RES-07-00379) to investigate "full public financing of municipal elections for alderperson, mayor and municipal judge"; and
WHEREAS, the Committee determined that an essential element of its work is to collect election-related data and research campaign financing systems in other communities; and
WHEREAS, to support this work, the Committee submitted a request to the Joyce Foundation for a one-time grant of $16,188, which the Joyce Foundation approved and which was included in the Mayor's Office 2008 operating budget; and
WHEREAS, proceeds of $4,118 were expended in 2008, but the bulk of the Committee's work has been deferred to 2009; and
WHEREAS, the Committee will use the proceeds from this grant for research assistance, travel and printed materials; and
WHEREAS the training and travel funds will be used to bring public financing experts from around the country to Madison to participate in a panel discussion on April 16, 2009 from 7:00 - 8:30 p.m., in Room 260 of the Madison Municipal Building; and
WHEREAS, the results of this research will be reported back to the Common Council and Mayor as part of the Committee's final report; and
WHEREAS, disbursements from the grant will be overseen by the Mayor's Office which staffs the Committee; and
WHEREAS, the Mayor's Office 2009 operating budget did not include the grant revenues or expenditures which now need to be reauthorized via an amendment to the Mayor's Office 2009 operating budget;
NOW, THEREFORE, BE IT RESOLVED, that the 2009 Adopted Operating budget of the Mayor's Office be amended as appropriate to provide for the reauthorization of $11,326 in grant revenues and associated expenditures as follows:
