Grant funds of $73,600 will be administered as part of the PCED Adopted Capital Budget project #6, "Preliminary Planning," Account No. 810425. The City matching requirement of $14,800 will be met with in-kind support, funding of which is already included in various City agency operating budgets.

Authorizing the acceptance of a Site Assessment Grant (SAG) from the State of Wisconsin Department of Natural Resources (WDNR) to fund environmental testing and remediation activities at the Garver Feed Mill site.
Body
WHEREAS, the City of Madison acquired the Garver Feed Mill in 1997 from the Olbrich Botanical Society, and;
WHEREAS the City of Madison has declared the Garver Feed Mill to be surplus, and;
WHEREAS the City of Madison issued a Request for Proposals in June 2007 and received proposals for the adaptive reuse and rehabilitation of the Garver Feed Mill in September 2007, and;
WHEREAS the City of Madison accepted the proposal of Common Wealth Development for the adaptive reuse and rehabilitation of the Garver Feed Mill as an arts incubator on June 17, 2008 (ID # 09785, Enactment No. RES-08-00623), and;
WHEREAS the adaptive reuse and rehabilitation of the Garver Feed Mill will require investigation of existing on site environmental conditions, and;
WHEREAS the on December 2, 2008 City of Madison Common Council authorized the submission of a Wisconsin Department of Natural Resources Brownfield Site Assessment Grant (ID # 12311, Enactment No. RES-08-01047) in the amount of $73,600 to complete environmental site investigations and cleanup, and;
WHEREAS the Wisconsin Department of Natural Resources has awarded $73,600 in Brownfield Site Assessment Grant funds to the City of Madison to complete environmental site investigations and remediation at the Garver Feed Mill, and;
WHEREAS the State of Wisconsin Department of Natural Resources requires a match of $14,800 toward project costs, the source of which can be City funds or in-kind City support.
NOW THEREFORE BE IT RESOLVED, the City of Madison is authorized to accept a Brownfield Site Assessment Grant from the State of Wisconsin Department of Natural Resources in the amount of $73,600, and;
BE IT FURTHER RESOLVED, that the required City match of $14,800 shall be provided by in-kind contributions which are already included in the operating budgets of City agencies including Parks, Engineering and Planning, and;
BE IT STILL FURTHER RESOLVED, that staff of the Office of Real Estate Services is hereby directed and authorized to seek proposals from consultants to carry out grant eligible activities including environmental testing and remediation, and;
BE IT STILL FURTHER RESOLVED that the Mayor and Clerk are authorized to sign documents and take all necessary action to undertake, direct, and complete approved grant activities.
