Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on the South Madison Beltline at Fish Hatchery Road. (14th AD)

PREAMBLE
The Wisconsin Department of Transportation (WisDOT) has a 2009 construction project to improve the South Madison Beltline Interchange with Fish Hatchery Road. The planned improvements include removal of the existing loop tramp from Southbound Fish Hatchery Road to the Eastbound Beltline, and replacing it with a left turn movement on Southbound Fish Hatchery Road. The existing loop ramp from The Eastbound Beltline to Northbound Fish Hatchery Road will be modified to become a signalized intersection.
The construction of this project cannot take place during the normal working hours of 7:00 AM to 7:00 PM because of the high traffic volume on the roadway. Night work will be required to avoid traffic backups and excessive disruption to normal travel patterns.
The proposed activities that will occur during the hours of 7:00 PM to 7:00 AM are general construction operations including sawing and removing existing pavements, placing fill materials, base course placing new concrete pavements, installing new storm sewer pipes and inlets, installation of new signals, and installing new pavement markings.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution.
