Request for Proposals (RFP) for a Property Assessment System.
Body
WHEREAS, the City of Madison has plans to issue a Request for Proposals (RFP) for a Property Assessment System for use by the City Assessor, as authorized as Project 3 in the 2009 Information Technology Capital Budget; and
 
WHEREAS, Dane County has plans to issue an RFP for Zoning, Property Descriptions, Taxation and Collections; and
 
WHEREAS, City and County staff are interested in pursuing a joint Request for Proposals for these services. By issuing a joint RFP, the City and County could collaborate on selecting a vendor(s) that could adequately serve the needs of both parties where common interests align, possibly resulting in reduced costs and more efficient data sharing; and
 
WHEREAS, any such RFP will include procedures to give both City of Madison and Dane County flexibility to choose different vendors if that best serves the interests of both parties; and
 
WHEREAS, any such joint RFP will include procedures that allow City staff to be the final decision makers with respect to portions of the proposal that impact City operations.
 
NOW, THEREFORE, BE IT RESOLVED, that City of Madison staff are authorized to work with Dane County staff to issue a joint Request for Proposals and to develop a selection procedure for the above mentioned software and services; and
 
BE IT FURTHER RESOLVED, that if a common vendor(s) is selected, City and County staff will work out details of how the services can be equitably shared, and present that to the Common Council for authorization to proceed and sign contract(s) as needed.
