Preamble

On March 13, 2007 the City of Madison and Ayres Associates, Inc entered into an agreement for the preparation of plans and specifications for the extension of Pleasant View Road from the existing Mineral Point Road and Pleasant View Road intersection southerly to the intersection of CTH M and Valley View Road.

The proposed design calls for a roundabout to be constructed at the Mineral Point Road and Pleasant View Road intersection and at the CTH M, Pleasant View Road and Valley View Road intersection. The proposed design calls for the construction of a two lane round about at both locations. Based on traffic projections, the two lane roundabout is adequate at these locations until about the year 2025. Beyond that time frame, the roundabout capacity is expected to begin to fail to meet traffic demands and the roundabouts would need to be expanded to a three lane roundabout or converted to a signalized intersection. Roundabouts are being proposed because they have a history of fewer crashes when compared to a traffic signal and the severity of the crashes tends to be less.

The extension of Pleasant View Road, as currently proposed, was called for in the Pioneer Neighborhood Plan and is included in the Preliminary Plat of the University Research Park.

The Pleasant View Road extension is planned for 2010 construction. The design for the project is being closely coordinated with the project at Mineral Point Road and CTH M planned for 2011 and 2012.

Now therefore be it resolved that the Environmental Assessment for the Pleasant View Road Extension, the CTH M, Valley View Road, and Pleasant View Road Intersection, and the Mineral Point Road and Pleasant View Road Intersection is hereby approved, and
