DRAFTER’S ANALYSIS: This amendment adds a non-voting member to the Plan Commission. This member will be the MMSD Superintendent or his/her designee.

The Common Council of the City of Madison do hereby ordain as follows:
The City of Madison elects not to be governed by the provisions of Wis. Stat. § 62.23(1). This election is made pursuant to Wis. Stat. § 66.0101(4).
Subdivision (c) entitled “Non-Voting Member” of Subsection (4) of Section 16.01 entitled “City Plan Commission” of the Madison General Ordinances is created to read as follows:
“(4) (a) Appointment and Terms of Citizen Members. The Mayor shall appoint five (5) citizens to be members of such commission; said members to continue serving on the presently staggered three-year terms. In the month of April of each year in which the terms of office of such citizen members respectively expire, the Mayor shall appoint a citizen member to such commission for a term of three (3) years from the first day of May next ensuing. Whenever a vacancy shall occur in the term of any citizen member, the Mayor shall appoint a citizen as a member to fill such unexpired term.
(b) Alternate Members. In addition to the members above-mentioned, the Mayor may appoint upon an annual basis two (2) citizens to be alternate members of such commission and shall designate which alternate is the first alternate and which alternate is the second alternate. The first alternate shall act with full power when any other member of the commission is absent or refuses to act because of a conflict of interest.
