Costs of the project, $40,000, are part of the 2009 Adopted Operating budget of the CDBG (program #35, "Homeless Outreach Program") and assigned to be administered by the CDBG Office.

BACKGROUND
 
The City of Madison recognized that there is additional need to connect homeless individuals with housing services and appropriated $40,000 to be included in an RFP for outreach services. The RFP was issued on December 1, 2008; non-profit agencies were asked to address how they propose to connect homeless individuals with services, document unmet needs of homeless street people and collaborate with existing efforts.
 
AGENCIES
 
Two non-profit agencies submitted proposals with Porchlight's proposal scoring the highest. A contract for services will be negotiated to provide outreach services through December 31, 2009.
 
ACTION
 
Whereas, the Common Council has included $40,000 in the 2009 budget for outreach services for homeless individuals; and
 
Whereas, Porchlight, Inc. has significant experience working with homeless individuals and submitted an exceptional proposal to provide these outreach services.
 
Now, therefore, be it resolved that the Common Council authorize the Mayor and the City Clerk to enter into an agreement with Porchlight, Inc. to provide outreach services to homeless individuals.
