Creating Section 12.26 of the Madison General Ordinances to create restrictions on opening vehicle doors into oncoming traffic and leaving vehicle doors open while loading or unloading; and amending Sec. 1.08(3)(a) to create a bail deposit for these violations.

DRAFTER'S ANALYSIS: This ordinance is being enacted to provide a violation for any person who opens a door of a vehicle into traffic without first ascertaining that it is reasonably safe to do so and will not interfere with any other traffic. Additionally, this ordinance establishes a violation for any person who leaves the door to a vehicle open facing traffic for a longer period of time than is reasonably necessary for the unloading or loading of passengers or property.

The Common Council of the City of Madison do hereby ordain as follows:
1. Section 12.26 entitled “Opening Vehicle Doors” of the Madison General Ordinances is created to read as follows:
