The 2009 Executive Capital Budget authorizes $500,000 of General Obligation Debt and $700,000 of private donations. (See 2009 Capital Budget, Parks Project #15 "Tenney Shelter", page 98.) The intent of this agreement is to facilitate the timely receipt of funds needed for the design and construction of the new Tenney Park Shelter. No additional appropriation is required.

Preamble

The City of Madison Parks Division has been working with the Tenney Lapham neighborhood for the past two years regarding a new Tenney Park shelter to replace the shelter that was constructed in 1958. Discussions with Parks staff, the Mayor’s office, Ald. Konkel and neighborhood representatives have centered on the exterior and scale of the shelter as well as both current and potential uses for the shelter. The results of those discussions have been positive and generally supportive of the proposal. The capital budget for 2009 will include the portion the city can commit to the project and is need of financial assistance to complete this replacement. The Tenney-Lapham neighborhood is interested in fundraising for the remaining amount needed to pay for the new shelter.

The Tenney-Lapham Corporation, Inc. (Corporation) was formed as a 501(c)(3) corporation dedicated to the improvement of the Tenney-Lapham neighborhood and in particular to receive donations for the purpose of constructing a new Tenney Park Shelter. The City will enter into the contracts and pay for the costs of design and construction of the Tenney Park Shelter, utilizing donations that have been made or will be made to the Corporation.
