PREAMBLE
 
The extension of a bikepath along the existing rail corridor between the Village of Shorewood Hills and the City of Madison would provide a viable transportation corridor and an alternative to single occupancy vehicles on University Avenue (County Trunk Highway MS).  The measured traffic on the Southwest Trail is approximately 2,500 trips per day.  The Development of such a corridor necessitates the cooperative efforts of the Village of Shorewood Hills, who has already constructed one segment of the path, the City of Middleton, the Wisconsin Department of Transportation, and the railroad operator, the Wisconsin and Southern Railroad Company.  In order to develop consensus and support for such a transportation corridor, it is necessary to develop a preliminary plan.  The preliminary plan could also be used to compare to current plans including the City's Comprehensive Plan, as well as the solicitation of support of residents and neighborhood groups.  The use of such a planning tool has proved to be an effective first step in the development of other transportation; bike, pedestrian corridors, such as the Southwest Bike Trail, and the East Isthmus Bikepath.
 
NOW, THEREFORE, BE IT RESOLVED, that the City Engineer and the Traffic Engineer hereby directed to prepare a preliminary design for the extension of an inter-municipal bikepath on the corporate limits of the Village of Shorewood Hills through Madison to the corporate limits of the City of Middleton.
Fiscal Note
Preliminary design work will utilize existing staff resources.  No additional appropriation is necessary.
