Preamble:

Public Health-Madison and Dane County (PHMDC) has more than 30 grants and contracts whereby it receives funds to support public health services. Most of these are continuations of grants from previous years and the Common Council and the County Board of Supervisors have reviewed each of these contracts in previous years. Under the terms of the merger agreement, PHMDC requires approval of the Common Council and the County Board of Supervisors for new grants that are more than $50,000. (IGA, VII, F.) This approval is required in order to accept the grant and to sign the grant agreement. A list of the 2009 contracts and agreements that are anticipated in the 2009 Public Health Operating Budget is attached to this file. Some are new, some are continuations.

Under procedures established by the Board of Health for Madison and Dane County, the Director of Health could sign agreements for grants that are a “continuation” of a grant previously approved by the Council and County Board, but only if the grant contract was identified with specificity in the adopted budget. This year’s budget format did not allow for such details, therefore this resolution is required.

WHEREAS Public Health-Madison and Dane County will be offered grants in 2009 to support Public Health services; and

WHEREAS these grant agreements have been included in the 2009 PHMDC Operating Budget but the Director of PHMDC must seek specific approval from the Common Council for each in order to sign the contract to receive the grant and sign the resulting grant agreement;

NOW THEREFORE BE IT RESOLVED, that the Common Council authorizes PHMDC to receive the grants and enter into the grant agreements for 2009 as listed in the attachment to this resolution, and the Director of Public Health is authorized to sign the necessary ...
