Title: SUBSTITUTE - Authorizing the Mayor and the City Clerk to amend their current agreement with St. Mary's Hospital Medical Center to continue the provision of fare free access by St. Mary's employees and volunteers to Metro Transit fixed route and ADA paratransit services, with reimbursement to the Transit Utility for trips taken for the period of January 1, 2009 through December 31, 2009.

Fiscal Note
This is a continuation of a previous agreement that provides for the reimbursement by St. Mary's Hospital of all fixed route and ADA paratransit trips provided by Metro Transit to St. Mary's Hospital employees and volunteers during the term of the areement.  Trips will be billed at rate consistent with the current TPC-approved fare tariff.  The 2009 per trip rate is $0.952.  The estimated revenues for the 2008 agreement are $34,000 and are included in the Metro Transit 2009 operating budget.  If, however, the Transit and Parking Commission approves a rate increase effective in 2009, the per trip rate in this contract will increase to $1.10 during the last six months of 2009, resulting in estimated additional Metro Transit fare revenues of $2,643.

WHEREAS, St. Mary's Hospital Medical Center and Metro Transit wish to continue the unlimited ride pass program for based on principles approved by the Madison Transit and Parking Commission for such agreements;
 
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into an agreement with St. Mary's Hospital for the purpose of providing a St. Mary's unlimited ride pass program for volunteers and employees for the period of January 1, 2009 through December 31, 2009, with reimbursement by St. Mary's Hospital for all trips taken during the term of the agreement.
 
BE IT FURTHER RESOLVED that the per ride reimbursement amount after the first six months will be based on the unlimited pass fare rate decided by the Transit and Parking Commission.
