Title: Authorizing the Mayor and the City Clerk to enter into an agreement with Dane County for the following purposes in the calendar year 2009: (1) providing the Transit Utility with MA Waiver Community Integration Program (CIP) funding; (2) providing Dane County with State 85.20 funding by the Transit Utility for the County’s provision of accessible transportation for persons unable to use the Transit Utility’s paratransit services within its service area.

Dane County would provide an amount estimated to be not less than $2,796,406 (approximately 60% of costs) of MA Waiver (CIP) funding to the Transit Utility to provide paratransit service to people with developmental disabilities. The transit utility would provide Dane County with State 85.20 funding not to exceed $43,000 to support the transportation of eligible disabled persons unable to use Metro's paratransit service. Funding for these programs is included in the Transit Utility's 2009 Operating Budget.

Body
WHEREAS, the State Department of Health Services (DHS) contracts with Dane County to operate the CIP 1 and other MA waivers for residents of Dane County and receives reimbursement from the DHS for the Federal share (approximately 60%) of the costs of accessible transportation for waiver program participants; and
 
WHEREAS, Dane County is able to reimburse the Transit Utility for the Federal share of these costs from funds they receive from the Department of Health Services because the Transit Utility is a qualified provider under the MA Waiver program; and
 
WHEREAS, the Exceptional Rides Program of Dane County is a component of a cooperative reimbursement program by the Transit Utility to make provision for the accessible transportation services for disabled persons unable to use the Transit Utility's paratransit service within its service area; and
 
WHEREAS, Dane County Department of Human Services will administer the Exceptional Rides Program, determine eligibility, and pay vendors for rides, and
 
WHEREAS, funding for these programs (§85.20 and the MA Waiver Program) are a major source of revenue for Metro's ADA Paratransit Program, a service required under federal regulation; and
 
WHEREAS, this program is an example of a model cooperative funding program to the mutual benefit of both transit and human services;
 
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into an agreement with Dane County to receive MA Waiver (CIP) funding in an amount not to be less that $2,796,406 to offset approximately 60% of the cost of eligible paratransit trips provided by the Transit Utility; and to reimburse Dane County in an amount not to exceed $43,000 for the provision by Dane County of the eligible paratransit program services in the Transit Utility's ADA paratransit service area.
