Amending Section 2.04(4) and Section 2.29(6) of the Madison General Ordinances to allow the continuation of the Early Public Comment period at each Council meeting, and to make consistent the timing of the Early Public Comment period.

DRAFTER'S ANALYSIS:  The ordinances currently provide for an Early Public Comment period.  This provision is to sunset on October 1, 2008. This ordinance strikes the sunset clauses in the Order of Business (MGO 2.04) and in the Citizens Right to Address Council (MGO 2.29) sections governing Common Council meetings.  The Early Public Comment provisions will not apply after October 1, 2008, if this ordinance is not approved.  The ordinance also makes consistent the placement of the Early Public Comment period in the Council's order of business.

The Common Council of the City of Madison do hereby ordain as follows:
      1.      Subsection (4) entitled "Early Public Comment" of Section 2.04 entitled "Order of Business" of the Madison General Ordinances is amended to read as follows:
"(4)      Early Public Comment. This subsection (4) shall not apply after October 1, 2008."
2.      Subsection (6) of Section 2.29 entitled "Citizens Right to Address Common Council" of the Madison General Ordinances is amended to read as follows:
"(6)            The Council shall provide an Early Public Comment period at each Council meeting, following the public hearingsprior to consideration of the consent agenda.  Persons who have reasons to leave the Council meeting early, due to health, scheduling or child-care needs, may speak to any agenda item at that time.  The Council shall pose questions to such early speakers before moving to the Consent Agenda.  This subsection (2) shall not apply after October 1, 2008."
