Preamble

The Board of Regents of the University of Wisconsin System (University), has requested to convert the East Campus Mall Right of Way (Mall), formally known as North Murray Street, between University Avenue and State Street to a pedestrian / bicycle facility and have requested permission to make improvements to the Mall. The plan to covert the street to a pedestrian / bicycle facility is consistent with the Campus Master Plan and consistent with work planned and completed work between Regent Street and University Avenue. The University has agreed to construct and fund the necessary improvement.

The University has also agreed to perform certain functions related to the Mall including maintenance of surface features, landscaping, pavement marking, signing, storm sewer inlets and leads, bike parking, moped parking and lighting as well as sweeping, snow removal, and graffiti removal.

The Construction of the mall will take place under separate agreement or permit following completion of the plans and specifications by the University for the mall. The first phase of the work planned for 2008 calls for construction of a utility tunnel. It is anticipated that surface restoration and mall features will be constructed starting in 2009.

The agreement calls for the University to provide alternate access to properties on the Mall from the east off of North Lake Street. This work will take place by separate contract or permit. In order to better plan for the development of the lands surrounding the Mall, the University shall complete a Master Plan for the area.
