Body
Background:
Metropolitan Milwaukee Fair Housing Council (MMFHC) is a community-based organization established to promote fair housing by combating illegal housing discrimination and by creating and maintaining racially and economically integrated housing patterns. MMFHC is based in Milwaukee and has a Madison satellite office, the Fair Housing Center of Greater Madison.

Project:
MMFHC to provide testing or validation of potential discriminatory behavior by rental property owners or managers based on complaints initiated by individuals. MMFHC will use a network of trained volunteer testers to determine if discrimination likely occurred and will work with the complainant to determine if a formal complaint will be filed with one of the enforcement agencies. Funds for this project were transferred from the City’s Department of Civil Rights to the CDBG Office budget.

Action:
Whereas, CD staff and the CDBG Commission issued a Request for Proposals in April 2008 for testing for validation of potential behavior based on complaints initiated by individual residents and;

Whereas, MMFHC was the sole respondent to the RFP and;

Whereas, CD staff and the CDBG Commission have reviewed this proposal and find that it further the goals expressed in the Request for Proposals and in the Five-Year Community and Neighborhood Development Plan and;

Whereas, the City has $30,000 in general revenue funds available to provide fair housing enforcement, and;

Now, Therefore Be it Resolved, that the Common Council approve the provision of $30,000 for the following project and authorize the Mayor and the City Clerk to enter into an agreement ...
