There is no fiscal impact associated with an extension of the current agreement to allow additional time for the City of Madison and Dane County to negotiate renewal of the existing agreement.

AMENDED - Authorizing the Mayor and the City Clerk to execute an amendment of agreement with Dane County to extend the existing agreement for dispatch operations for not more than two (2) six-month periods.
Body
WHEREAS, Section 66.0301, Wisconsin Statutes, authorizes cities, villages, towns, counties, and other public agencies to enter into agreements for the receipt or furnishing of services; and

WHEREAS, the City of Madison and Dane County entered into Agreement No. 90316 in April, 1988, under which the County committed to providing a dispatch center and dispatch functions for police, fire and ambulance services within the City of Madison;

WHEREAS, the Agreement provided that the County would assume operation of the City’s dispatch services for a period of twenty (20) years commencing on July 3, 1988, i.e., until July 3, 2008; and

WHEREAS, the City of Madison desires to execute an Amendment of Agreement to extend the terms of the Agreement in order for there to be an orderly process of negotiations toward renewal of the Agreement; and

WHEREAS, both the City of Madison and Dane County desire to amend the Agreement to allow it to continue in effect during the contract negotiations and renewal process;

WHEREAS, the negotiation period will allow the City of Madison and Dane County an opportunity to discuss and reach agreement on matters of mutual concern relating to the dispatch operations, including but not limited to the following: best practices for 911 dispatchers; updating of 911 center policies, procedures and protocols; dispatcher and supervisor training (initial and on-going); staffing levels; dedicated dispatchers (dispatchers assigned to a specific agency or jurisdiction); dropped calls and other data (frequency; tracking; reporting);
