Body
The State Street Design Project Plan, adopted by the Council in 2002, recommended converting the 400 block of West Gilman Street to two-way traffic. This section of Gilman Street, from State St. to University Ave, is scheduled for reconstruction in 2009. The State Street Design Project boundaries include the streets intersecting State Street for the distance of approximately one block, and the State Street Design Project Oversight Committee has discussed this matter at several of its meetings. A public meeting was held on April 9, 2008 to receive comments from interested parties on this matter.

After reviewing various options for reconstruction, the State Street Design Project Oversight Advisory Committee has recommended (5/22/08) to conduct a 120 day pilot to test two-way traffic on the street, including adding a new traffic signal phase for Gilman St at the existing signalized intersection of University Ave. and Frances St The motion to approved by the Committee specified that the pilot be evaluated on pedestrian safety, traffic flow on Gilman St., Frances St. and University Ave., and economic vitality measures in consultation with the State St Business Improvement District. Since concerns have been expressed regarding this conversion, the State Street Design Project Oversight Committee has requested that a 120-day trail be conducted to fully evaluate this concept prior to making a final recommendation and directing that the final construction plans be developed.
