USH 151 (East Washington Avenue) from Portage Road to East Springs Drive was built in 1971 and is in very poor condition with excessive deterioration of both the transverse and longitudinal pavement joints. STH 113 from First Street to Knutson Drive was built in 1960 and is also in very poor condition with many areas showing excessive deterioration.

The Wisconsin Department of Transportation (WDOT) has agreed to replace the pavement on these sections of roadways in the 2011 to 2013 timeframe. Each spring, cold mix pothole patching is dislodged by freeze-thaw action requiring a significant effort on the part of the Madison Streets Department to keep the roadways safe for motorists. The deterioration experienced in the spring of 2008 is expected to get worse in the coming years if no further action is taken.

The City of Madison is responsible for the maintenance of these sections of roadway. The City is proposing a patching and resurfacing project to reduce the required maintenance until such time as the state can reconstruct the roadways. The plan is to resurface only the areas with the greatest need of resurfacing. Areas not being resurfaced will be patched with hot mix asphalt under a separate contract that was let in the spring of 2008.

WDOT has agreed to fund the resurfacing project through a credit on a future project. Under the proposed agreement, the City will let the resurfacing project in 2008 using City funds and WDOT will repay the City in 2009 the sum of $772,000 by crediting the East Washington Avenue Segment 4 Project (Marquette Street to Melvin Court).
