Fiscal Note
This is an ongoing program, funded through the operating budget. Funds of $10,716. are included in the 2008 Operating Budget. Funds for future years will be subject to approval in the Operating Budget each year. The total estimated cost for contract years two and three (2009 & 2010) is $22,405. The estimated cost for two additional optional contract years (2011 & 2012) is $23,769.

Authorizing the Mayor and the City Clerk to enter into a three-year agreement for drug and alcohol testing services for Metro Transit with Kroll Laboratory Specialists, Inc., with one two-year extension option.
Body
WHEREAS, the Omnibus Transportation Employees Testing Act of 1991 requires the City of Madison to conduct random controlled substance and alcohol testing for Metro Transit employees who work in safety-sensitive positions and to conduct pre-employment, post accident, return to duty and follow-up testing for the covered employees; and
WHEREAS, the transit utility developed a Request for Proposals which was advertised nationally and three responsive and responsible proposals were received in response to the RFP; and
WHEREAS, based on the review of the proposals, the firm of Kroll Laboratory Specialists, Inc. was selected and a proposed contract has been prepared for conducting said testing;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are hereby authorized to enter into a three-year contract with a two-year extension option with the firm of Kroll Laboratory Specialists, Inc. for drug and alcohol testing services for a total estimated 5-year cost of $56,890.
