WHEREAS, the Madison Water Utility was unable to fill its Water Supply Engineering position following the resignation of the incumbent in 2006. The management of the Utility's Water Supply Section was critical at a time of waning public confidence in the Utility’s ability to adequately and consistently chlorinate the drinking water.

By agreement between the Water Utility General Manager and the City Engineer, and with the full support of Mayor Cieslewicz, Katherine M. (Kathy) Cryan, Engineering Operations Manager was temporarily assigned to the Water Utility on May 25, 2007.

Kathy Cryan managed the implementation of the new operating procedures for chlorine monitoring including working to ensure that the chlorine analyzers were calibrated and operating correctly. When discrepancies between results obtained from the auto-analyzer and the hand-held units were discovered, she took immediate action to verify that both instruments were working properly.

Ms. Cryan worked to eliminate variables that produced uncertainty about test results by standardizing the equipment used and testing protocols followed, and providing the training of staff to produce consistent and reliable test results. She also helped develop and implement standard operating procedures for fluoride monitoring that have resulted in more consistent fluoride levels in Madison’s drinking water supply.

Working closely with employees of the Supply Section, their Union Representatives and the City’s Human Resources Department, Cryan set up training and support to have the Utility’s Water Works Operators properly certified by the Department of Natural Resources.
