Fiscal Note
The budget and accounting for this grant will be in an interest-bearing special revenue fund. The grant does not cover the benefit expense of $4,959 for the WRS contribution on the overtime. This will be paid by the police department out of its operating budget.

Body
WHEREAS, the Department of Justice, Office of Justice Programs provides awards under the Edward Byrne Memorial Discretionary Grants Program specifically to establish an intelligence-led, data-driven, multi-jurisdictional approach to dealing with violent crime; and,

WHEREAS, the Madison Police Department (MPD) has developed a proposal to enhance efforts to identify, track and apprehend repeat violent offenders through the development of a Violent Career Criminal Intelligence System; and,

WHEREAS, the MPD has been awarded a Targeting Violent Crimes Justice Assistance Grant, as part of the Edward Byrne Memorial program, in order to implement the proposed intelligence system; and,

WHEREAS, this grant provides funding to purchase the hardware and software needed to collect information, to develop and maintain the essential database, and to analyze and map information obtained; and,

WHEREAS, this grant also provides funding to train staff in the use of the hardware and software, as well as the concepts of intelligence-led policing, and;

WHEREAS, funding will also be provided for overtime to identify and further track violent repeat offenders, and to increase surveillance and investigative efforts; and,

WHEREAS, this grant also provides funding for hourly salaries for data entry clerks to update information on a regular basis, so that accurate current information is available for invest...
