These guidelines will be used in the development of 2009-2010 project recommendations, contingent upon the availability of Federal Housing and Urban Development funds, State, and local funds.
Title
Adopting a Community and Neighborhood Development Program Funding Framework as a guide to the CDBG Commission for the development of its funding recommendations for the 2009-2010 budgets.
Body
WHEREAS, the Housing and Community Development Act of 1974 makes available Community Development Block Grant or other funds to the City of Madison for the purpose of "developing viable urban communities, by providing decent housing in a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income"; and the CD Office anticipates that other Federal, State, local, and private funds will be available in the coming two years for investment and funding of additional projects that will strengthen efforts to achieve this mission;
 
WHEREAS, the CDBG Commission, based upon a review of community needs, its Five-Year Community and Neighborhood Development Plan, the performance of Community Development-funded projects, three public hearings and other community suggestions, has discussed its objectives for the years 2009-2010
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Madison hereby adopts the attached Program Funding Framework, which incorporates funding objectives and articulates performance standards for proposed projects to be used by the CDBG Commission in the development of funding recommendations for the use of 2009-2010 Community Development Block Grant, Emergency Shelter Grant, HOME, City, State, and other funds.
