The Council approved $100,000 in Miscellaneous Appropriations for Emerging Neighborhoods as part of the 2007 budget. At the end of 2007, the full $100,000 had been spent or committed. This Resolution reallocates $5,000 of the previous commitments.

Approving the transfer of 2007 Emerging Neighborhood Funds from the Financial Education Center to the Community Action Coalition of Southern Wisconsin and authorizing the Mayor and the City Clerk to enter into an agreement with that agency to implement the project.
Body
WHEREAS the 2007 City of Madison Operating Budget provided $100,000 in Miscellaneous Appropriations for the Emerging Neighborhood Funds, and

WHEREAS the 2007 adopted operating budget appointed a workgroup consisting of a representative of the Council President, a representative resident of emerging neighborhoods, and staff from the Mayor's Office, the Community Development Office, and the Office of Community Services to develop recommendations for funding, and

WHEREAS the Common Council adopted Resolution #06929 in October 2007 to authorize $5,000 in grants to the Financial Education Center, and

WHEREAS the Council approved a resolution #08318 to carry over these funds into 2008 in order to complete the project.

WHEREAS the project could not proceed with the Center as the contractor, but Community Action Coalition of Southern Wisconsin is willing to work with the Financial Education Center to serve the same target population, and

NOW THEREFORE BE IT RESOLVED that the Council approve the following recommended allocations totaling $5,000:

Community Action Coalition of Southern Wisconsin, up to $5,000 for a financial counseling program for Allied neighborhood residents.

FURTHER BE IT RESOLVED that the Community Development Office serve as lead City agency for the project.
