2008 Public Health Contract with the Department of Natural Resources for Testing Transient Non-Community Public Water Systems.
Body
WHEREAS Public Health-Madison and Dane County is being asked to execute a contract with the State of Wisconsin Division of Natural Resources (“DNR”) for testing Transient Non-Community Public Water Systems;

WHEREAS the Department will collect samples from wells at public facilities that serve at least 25 people per year for at least 60 days during the year and will test these for samples bacteria and nitrates;

WHEREAS in previous years this contract had been received by the Dane County Division of Public Health and beginning with 2008 this is now a program of the merged department (“Public Health-Madison and Dane County” or “PHMDC”);

WHEREAS, the State has awarded this contract directly to PHMDC for 2008 and will reimburse PHMDC for each well that is tested, up to a maximum of $25,960 in 2008;

WHEREAS the Intergovernmental Agreement (IGA) between the City and County signed on November 20, 2007 requires the merged department to seek City or County approval to accept grants that have not been previously approved by both the Common Council and the Board of Supervisors;

WHEREAS this contract has already been approved by the Board of Supervisors but have not been previously reviewed by Common Council;

WHEREAS the contract was included in the 2008 Public Health Operating Budget approved by the Common Council and the Board of Supervisors; and

WHEREAS, the Board of Health for Madison and Dane County will authorize the Director of PHMDC to sign these two grant contracts;

NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County on behalf of Public Health-Madison and Dane County is authorized to enter into an agreement with the State of Wisconsin De...
