Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on Mineral Point Road and Gammon Road. (9th & 19th ADs)
Body
PREAMBLE

The Mineral Point pavement repairs requires removal of the existing concrete pavement and curb and gutter in the eastbound and westbound bus lanes from Gammon Road to High Point Road, due to the poor existing condition of the pavement. A new bus/bike lane will be installed for eastbound Mineral Point Road from the West Beltline to Big Sky Drive. Full concrete replacement including curb and gutter will occur on Gammon Road from Mineral Point Road to Tree Lane and on Mineral Point Road from Gammon Road to Grand Canyon Drive. We propose to allow the Contractor to work between the hours of 7:00 PM to 7:00 AM, for the duration of the project, April through October 2008. The work of this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:

1. Sawcutting of concrete pavements after the pouring of the pavement must be done about 12 hours after the installation. The concrete must be hard enough to hold the machinery. The sawcutting must be done soon enough so that the sawcutting occurs before the pavement cracks.

2. Completing the work at night allows for the least amount of disruption to normal daily traffic.

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

1. The Sawing of Concrete Pavement. The timing of this activity is dependent on the rate at which the concrete cures.

2. General Construction activities between the hours of 7:00 PM and 7:00 AM. Works includes concrete pavement removal, curb and gutter replacement, portable generators for lighting, base course work, compaction, concrete placement and finishing and trucking to haul materials and spoils.

Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary constructi...
