The Metropolitan Medical Response System(MMRS) has program funds to purchase a iStan human patient simulator for up to $133,035. The simulator provides for real life scenarios in the training of emergency medical services responders. The Metropolitan Medical Response Steering Committee approved this purchase of up to $133,035 at its October 31, 2007 meeting.

Resolution No. 58478 approved the City of Madison to contract with the U. S. Department of Health and Human Services to develop a Metropolitan Medical Response System (MMRS) for Weapons of Mass Destruction (WMD) incidents. This resolution also authorized a Steering Committee of City agencies, County agencies, other units of government and medical providers has been working on the planning and development of the MMRS Program. The Fire Department is the responsible City agency for grant administration and reporting.

The iStan is a human patient simulator which responds to treatment by the EMS student. iStan has true-to-life articulated motions and life-like bodily secretions and sweating. The iStan modules will include Disaster Medical Readiness (DMR), Advanced Cardiac Life Support (ACLS), Cardiopulmonary Critical situations and EMS. The purchase will also include a 4-year enhanced warranty from the date of installation and on site training. This simulator is new to the market and only available from the manufacturer. There is no other simulator that has these capabilities.

The human simulator provides real life scenarios for students to practice skills and demonstrate competence. The first stage for implementation would be the Advanced Care Life Support (ACLS) emergency medical responders in Dane County.
