Body
WHEREAS disaster response has focused on human capital by training and education and on physical capital such as infrastructure and building codes;

WHEREAS there has been little emphasis on improving social capital--the relationships and networks that serves as the primary base for a community's response to an emergency;

WHEREAS social capital fosters community relationships and develops community assets; can result in safer, healthier, more resilient communities; encourages residents to play an active role in shaping destiny of their neighborhood, and allows for residents to more likely be resources than victims;

WHEREAS when people share a sense of community, they are motivated and empowered to deal with problems and better able to cope with factors over which they have no control;

WHEREAS Public Health-Madison and Dane County have developed a project that will be responsive to the unique characteristics, strengths and assets of each of these neighborhoods as it utilizes grassroots planning and organizing through collaboration with existing service agencies, key neighborhood leaders and community residents; and has received a grant from the National Association for County and City Health Organizations;

WHEREAS Public Health-Madison and Dane County is targeting three neighborhoods with this project: Allied Drive, Hammersley, and the Triangle.

NOW THEREFORE BE IT RESOLVED that Public Health-Madison and Dane County is authorized to accept a grant of $8,950.00 from the National Association for County and City Health Organizations to conduct a social capital project for the period October 1, 2007 through May 31, 2008.
