Fiscal Note
The sick leave payout expense for the outgoing Community Services Supervisor is estimated at $55,000. Salary savings over and above the required budgeted amount accruing from vacancies in the agency are anticipated to total $34,000. Therefore, an appropriation of $21,000 from the Contingent Reserve to the 2007 adopted operating budget of the Office of Community Services is required. The current uncommitted balance of the Contingent Reserve is $429,000.

Body
WHEREAS, Mayor Cieslewicz wishes to review the organization of the Office of Community Services (OCS) and the Office of Community Development Block Grants (CDBG) before making a permanent decision regarding the vacant Community Services Supervisor position; and

WHEREAS, the Community Services Supervisor's immediate supervisor (Director of the Division of Economic and Community Development) is in the process of being hired and should participate in the permanent filling of the Community Services Supervisor position; and

WHEREAS, due to his 16 years of experience in City government, 14 during which he served as liaison to OCS and CDBG, Mayoral Aide Enis Ragland will be assigned to the Community Services Supervisor position starting on October 1, 2007 for a period of one year; and

WHEREAS, the critical issues of neighborhood safety, revitalization of Allied Drive and community services cannot be adequately addressed without the attention of a designated Mayoral Aide for a year; and

WHEREAS, MGO 3.53(6)(h) states: "The Human Resources Director, with the approval of the Mayor and the Common Council if the action requires the expenditure of more than $2,000 and/or is for longer than 3...
