The total project cost is estimated at $15,000, with $7,500 in Neighborhood Grant funding already included in the 2007 Planning Unit adopted operating budget, and the remaining $7,500 to be funded with grant and private proceeds. No additional levy funds are required.

Body
WHEREAS the site of the now-closed Royster-Clark plant on Cottage Grove Road has long been recognized in adopted City plans as a location with significant potential for urban infill redevelopment with more appropriate alternative employment, residential, and commercial uses in the event that the facility was no longer needed for fertilizer production; and

WHEREAS the Royster-Clark company has been purchased by Agrium Corporation, which has determined the fertilizer plant to be surplus to their needs and is preparing to sell the facility and site to an interested buyer; and

WHEREAS the City of Madison Planning Division, working with a Planning Team comprised of elected officials, neighborhood representatives, business operators and property owners within the planning area, is currently scheduled to begin preparation of a special area plan for the former Royster-Clark site and portions of the adjacent Cottage Grove Road business district to guide the future redevelopment of the site and enhance the surrounding neighborhoods; and

WHEREAS the City intends to engage a consultant to prepare a market feasibility study for the planning area to inform the planning process and help ensure that the recommendations in the special area plan will not only reflect neighborhood and business...
