Fiscal Note
Costs associated with this 0.6 FTE double-fill will be approximately $9,901 in 2007 and will be accommodated by the management of Public Health salary savings. The 2008 Public Health Requested Operating Budget will include the remaining $7,060 for January and February of 2008. There is no anticipated impact upon cost controls.
Title
To authorize a double-fill of 0.6 FTE for a Nutritionist from October 1, 2007 through February 29, 2008.
Body
WHEREAS, the caseload for the WIC program has steadily increased and the number of staff has not been increased to match this increase;
 
WHEREAS two key staff members are on maternity leave;
 
WHEREAS Public Health will be adding a 1.0 FTE Dietetic Specialist to the 2008 budget that is submitted;
WHEREAS, MGO 3.35 (6)(h) states: "The Human Resources Director, with the approval of the Mayor, and of the Common Council if the action requires the expenditure of more than $2,000 and/or is for longer than 30 days, is authorized to double-fill any position for a period not to exceed forty-five (45) calendar days unless such period is extended by action of the Common Council."
 
WHEREAS, the double-fill of this position will require the expenditure of more than $3,400; and;
 
WHEREAS, funding for this expenditure for October 1 through December 31, 2007 is available in the 2007 Public Health Operating Budget and funding for January 1 through February 29, 2008 will be included in the submitted 2008 Public Health budget;
 
NOW THEREFORE BE IT RESOLVED, that the double filling for a 0.6 FTE Nutritionist is approved for the period of October 1, 2007 through February 29, 2008, although funding for January 1, 2008 through February 29, 2008 is contingent upon the approval of a 2008 Public Health budget by Common Council and the County Board of Supervisors that includes funding for this position.
