Fiscal Note
The Council approved $100,000 in Miscellaneous Appropriations for Emerging Neighborhoods as part of the 2007 Budget.  $34,600 had been allocated earlier this year; this resolution allocates an additional $40,000.  The remaining $25,400 will be considered for allocation later this year.

Approving the provision of Emerging Neighborhood Funds to several agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the project.
Body
WHEREAS the 200 City of Madison Operating Budget provides $100,000 in Miscellaneous Appropriations for the Emerging Neighborhood Funds, and
 
WHEREAS the 2007 adopted operating budget appointed a workgroup consisting of a representative of the Council President, a representative resident of emerging neighborhoods, and staff from the Mayor's Office, the Community Development Office, and the Office of Community Services to develop recommendations for funding, and
 
WHEREAS the Common Council adopted Resolution #06152 earlier this year to authorize $34,600 in grants to various projects, and
 
WHEREAS the workgroup issued a request for proposals, reviewed the submissions, and made the following recommendations to address the goals and criteria contained in the RFP, and
 
NOW THEREFORE BE IT RESOLVED that the Council approve the following recommended allocations totaling $40,000 for these groups and activities:
 
ARC Comunity Services, up to $7,500 for the Allied Area Partnership Toward Recovery,
 
Dane County Time Bank, up to $5,000 for a Southwest area neighbor-to-neighbor timebank program,
 
Financial Education Center, up to $5,000 for STEP (Striving Toward Economic Prosperity), a financial counseling program for Allied residents,
 
Madison Center for the Creative and Cultural Arts, up to $4,000 for a South Madison Men's Drum Circle,
 
Northport and Packers Apartments organizations up to $10,000 for the establishment of a Career Development Center
 
Urban League of Greater Madison, up to $8,500 to expand a Job Service network to the southwest neighborhoods area,
 
FURTHER BE IT RESOLVED that the Community Development Office serve as lead City agency for the Financial Education Center, Northport-Packers, and Urban League projects, and that the Office of Community Services serve as the lead City agency for the ARC, Timebank, and Center for Creative and Cultural Arts projects.
 
FURTHER BE IT RESOLVED that the Mayor and the City Clerk are authorized to sign agreements with the above listed agencies or their fiscal agents for the described activities.
