Title: Amending Sec. 2.40(10) of the Madison General Ordinances to require principals to file an additional form if they did not have expenditures exceeding $1,000.

Fiscal Note
Under this provision, Document Services would be required to post an additional 150 files to the City website, twice per year. This will require about two extra days of staff time per year for Document Services. This work will be absorbed into the regular workload, and no additional appropriation is necessary.

DRAFTER'S ANALYSIS: Under current law, a principal must file an expense statement if lobbying expenditures exceed $1,000 in a six-month period. A failure to file an expense statement is a certification that the principal did not have expenses exceeding $1,000. This amendment would change the law to require principals with expenditures of $1,000 or less to file an additional form stating that they did not have expenditures exceeding $1,000.

The Common Council of the City of Madison do hereby ordain as follows:
Subdivision (a) entitled "Statement" of Subsection (10) entitled "Expense Statement on Behalf of Principal" of Section 2.40 entitled "Lobbying Regulated" of the Madison General Ordinances is amended to read as follows:
"(a) Statement. Every principal who makes expenditures or incurs obligations in an aggregate amount exceeding $1,000 in any reporting period for the purpose of engaging in lobbying which is not exempt under Subsection (3) shall, for the remainder of that calendar year, file with the City Clerk an expense statement covering each preceding reporting period. Failure to file such statement is a certification that lobbying expenditures have not exceeded $1,000 for the reporting period.
