The Council approved the reservation of CDBG funds for high priority projects evolving from the South Madison Neighborhood Plan as part of the 2006 budget. CDBG funds are available per the 2007 operating budget and "carry-over" resolution approved in January, 2007. This Resolution authorizes a transfer of up to $152,400 in CDBG funds to Engineering to fund, either partially or fully, a traffic signal and traffic calming project. This Resolution also amends the 2007 Engineering-Major Streets budget to authorize additional expenditures of $152,400 in account CS53-58250-810355 offset by a transfer in from CDBG of $152,400 in account CS53-79427-810355.

WHEREAS the Common Council approved the South Madison concentration Neighborhood Plan in December 2006, and the plan identified a series of higher priority projects for implementation to achieve the plan's objectives,
WHEREAS progress on the other projects identified in the Plan, and completion of the agreement among the Town of Madison, the City of Madison, and Fitchburg led the Council to appoint a special ad hoc committee neighborhood committee to review the plan and potential projects,
WHEREAS this ad hoc committee has held two meetings, including a public hearing, to review the potential uses of the funds and now recommends use of the CDBG funds to help cover some of the costs of pedestrian safety projects and light installation on Park Street,
WHEREAS the CDBG Commission and staff have reviewed these proposals and recommend their adoption in order to promote further progress with the adopte...
