WHEREAS, Alderperson Cindy Thomas was elected on April 6, 1999 to represent the 20th District; and,

WHEREAS, Alderperson Cindy Thomas served as President Pro Tem for the 2003-2004 term; and,

WHEREAS, Alderperson Cindy Thomas served on the Affordable Housing Trust Fund Advisory Committee, Allied TIF Set-Aside Ad Hoc Committee, Bassett TIF Set-Aside Ad Hoc Committee, Community Development Block Grant Commission, Board of Education-Common Council Liaison Committee Joint City-County Section 8 Advisory Committee, CCOC Subcommittee on Committees, Madison Police Department Strategic Planning - Marketing (1999), Greater Madison Convention and Visitors Bureau Board, Common Council Organizational Committee (three years), and Verona Road/West Beltline Advisory Committee; and,

WHEREAS, Alderperson Cindy Thomas is most proud that her constituents knew her and felt comfortable corresponding with her and that government was not some faceless bureaucracy because she put a welcoming face to city government and that she worked hard to have their needs met in city hall, she provided a strong, vocal and principled opposition to what many Madison resident thought were the excesses of the progressive leanings of the Mayor and the Common Council as a whole, she never confused her role as an alder with that of a state legislator or member of Congress, she seldom (if ever) proposed or voted for any resolution that didn't relate directly to city business, and she tried to represent her constituents in a professional, respectful manner, both on the Council floor and in the community; and,

WHEREAS, Alderperson Cindy Thomas through her hard work and dedication to her aldermanic duties has faithfully and with honor served her constituents and the City of Madison,
