Fiscal Note
This resolution provides for the elimination of the Principal Engineer 1 position and four hourly Engineer positions, offset by the creation of four new permanent Engineer 2 positions. The elimination of the Principal Engineer 1 position is expected to result in salary and benefits savings of $82,897. The elimination of four hourly Civil Engineer positions will result in a salary and benefits savings of up to $106,975. The creation of the four permanent Engineer 2 positions, assuming a Step 1 starting point, will cost $179,868. Short term net salary and benefit savings of up to $10,004 are therefore anticipated. Long term costs associated with step and longevity increases will be requested in the year 2008 and future years' operating budgets. No appropriation is required in 2007. There is no anticipated impact upon cost controls.

WHEREAS the Engineering Division currently has several hourly Civil Engineer positions which perform work consistent with a permanent Engineer position for a number of years.
WHEREAS the current hourly Civil Engineer positions have worked the following hours in 2006:
Civil Engineer #1 (date of hire 9/7/04) 1570 hours in 2006
Civil Engineer #2 (date of hire 11/6/05) 2309 hours in 2006
Civil Engineer #3 (date of hire 11/6/05) 1779 hours in 2006
Civil Engineer #4 (date of hire 4/3/06) 1945 hours in 2006
WHEREAS a Principal Engineer 1 position will be vacant as of 4/20 due to retirement
WHEREAS the Salary Savings from the elimination of a soon to be vacant Principal Engineer 1 position and the reduction of the current four Civil Engineer hourly positions will allow for the funding of four Engineer 2 positions and the provision of benefits to these employees.
