Fiscal Note
The proceeds of this grant will be accounted for in a segregated fund (SG50). The funding will be used for technical services and to support a 1.0 FTE LTE position for part of the year. The 2007 Budget includes funding to continue this position after the grant ends.

Body
WHEREAS, a mandatory condition for receiving Federal and State grant funding for law enforcement operations includes the timely filing of monthly crime reports; and,

WHEREAS, the State of Wisconsin, Office of Justice Assistance has obtained Federal and State funding to facilitate a change in how local police departments file monthly crime reports; and,

WHEREAS, this change requires utilization of Incident Based Reporting (IBR); and,

WHEREAS, the change to IBR will enable police departments to collect more useful data so as to improve the monitoring and analysis of crime and the police response to crime; and,

WHEREAS, the collection of IBR data will enable local elected officials, media, neighborhood associations and the community at large to acquire data more closely linked to the root causes of crime and social disorder thereby creating a greater understanding and ability to address these problems; and,

WHEREAS, in order to implement IBR it will be necessary to redesign MPD data collection and reporting processes; and,

WHEREAS, the State Office of Justice Assistance recognizes that in order for a police department to undertake a reporting system transformation of this nature, additional technical and support staff have proven necessary; and,
