Body
WHEREAS, the City currently receives Integrated Information Network (IIN) telephone services from AT&T under a 2001 contract executed with Ameritech Information Systems, Inc. on behalf of Wisconsin Bell Inc., which was made available to the city and other local municipalities as part of a statewide contract administered by the State Department of Administration, (referred to as the "Centrex" contract); and

WHEREAS, that contract has expired and

WHEREAS, SBC Global Services, Inc. d/b/a AT & T Global Services on behalf of Wisconsin Bell, Inc. d/b/a AT&T Wisconsin ("AT&T") has acquired the city's existing Centrex contract from Ameritech; and

WHEREAS, the City must execute a Centrex contract with AT&T in order to continue to use the "266-, 267-" etc. local phone numbers which are provided via the Centrex contract; and

WHEREAS, the State of Wisconsin has negotiated a new contract with AT&T Wisconsin, however the new contract contains provisions that are not compatible with the City's current efforts to convert to VoIP telephone systems; and

WHEREAS, AT&T has offered the City a 5-year contract at the price of $15.79 per line per month with a minimum commitment of 429 total lines with the City to provide the same Integrated Information Network (IIN) Services under terms that would not conflict with the City's efforts to transition to VoIP; and

WHEREAS, under MGO 4.26(4)(b), if the total cost for services will exceed $25,000 and a competitive bidding process was not used, the Common Council must authorize the contract by resolution; and
