SUBSTITUTE - Providing an addendum to a supplemental statement with the oath that is required of members of boards, committees and commissions for those who object to article XIIXIII, section 13 of the Constitution of the State of Wisconsin.
Body
WHEREAS, on November 27, 2006, the electorate voted to amend the Wisconsin Constitution in regard to the definition of marriage; and
WHEREAS, individuals applying to serve on City boards, commissions and committees as well as elected officials are required by State Statute to sign an oath of office affirming to uphold the State Constitution; and
WHEREAS, individuals may find it morally objectionable to sign an oath requiring them to uphold a constitution that includes article XIIXIII, section 13 (see below).
NOW THEREFORE BE IT RESOLVED the City will allow individuals to sign and submit an addendum to a supplemental statement with the oath of office. The addendum statement will be optional and will be provided to all individuals required to sign the oath of office. The signed addendum statement shall be maintained on file with the oath. This addendum statement shall read as follows:
I take this oath of office today under protest to the passage of the constitutional amendment creating article XIIXIII, section 13, of the Wisconsin Constitution. This amendment besmirches our Constitution with these words:
"Only a marriage between one man and one woman shall be valid or recognized as a marriage in this state. A legal status identical or substantially similar to that of marriage for unmarried individuals shall not be valid or recognized in this state."
I pledge to work to eliminate this section from the Constitution and work to prevent any discriminatory impacts from its application.
