Body
BACKGROUND:
The CDBG Commission has traditionally identified certain projects for Council approval to “carry-over” their funds approved in previous years. Typically, the Commission has recommended carry-over of selected capital projects that have encountered some difficulty beyond their control or which face unusual circumstances. The CD Office normally continues those projects that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15 of each year.
ACTIONS:
WHEREAS, the Community Development Block Grant Program, as amended, and its implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help community agencies which benefit low and moderate income persons; and
WHEREAS, the CDBG Commission and CD staff have reviewed these recommendations, find that they further the goals of the CD program expressed in the Five-Year Community and Neighborhood Development Plan; and recommend Council adoption;
NOW THEREFORE BE IT FURTHER RESOLVED that the Common Council approves the carry-over of the following projects, to be completed by December 31, 2007, for the reasons identified:
· Hiestand concentration neighborhood plan implementation project funds, including two neighborhood park improvement projects and a neighborhood identity signage project for a total of up to $126,300, because of some delays in the final approval of the plan and negotiations regarding the selection of projects;

· South Madison/Bay Creek concentration neighborhood plan implementation project funds for projects to be identified in the plan, up to $152,000; ...
