Fiscal Note
The annual cost of the proposed five-year contract with Charter Communications is $7,620, which is expected to be paid by grants or the cities, towns and villages that are parties to an intergovernmental records-sharing agreement with the City of Madison. There is no cost to the City of Madison under the intergovernmental agreement. The intergovernmental agreement expires Dec. 31, 2008, but will automatically renew for additional two-year periods unless specifically terminated. If the grants end and the intergovernmental agreement is not renewed, the City of Madison would be responsible for paying Charter.

Body
WHEREAS, the need for law enforcement throughout the State of Wisconsin to share information is critical to public safety and the prevention of terrorism in a timely manner; and,

WHEREAS, since the City of Madison has established an inter-governmental agreement with several other cities, towns and villages in Dane County for purposes of consolidating police records management systems with the Madison Police Department's records management system; and,

WHEREAS, law enforcement investigations throughout Dane County have been enhanced as the result of this consolidation and the sharing of records management system information across all participating police departments; and,

WHEREAS, the City of Madison recently received grants from United States Department of Justice and the State of Wisconsin to continue funding of this regional police records management system in 2007; and,

WHEREAS, since June 2004, Charter Communications, Inc., has provided monthly, high speed data services to all police departments involved in the regional police records management system; and,
