Title
Authorizing the Mayor and City Clerk to sign a 5-year contract with AT&T Wisconsin for Prime and DS1 (T1) phone line services.
Body
Whereas, the City currently operates its IP telephone system using "prime" lines which serve as the connection between the City's IP telephone network and the AT & T telephone network at the Spring Street central office (CO) under an "Individual Case Basis" Agreement executed with SBC Global Services, Inc., (now d/b/a AT & T Wisconsin); and
WHEREAS, City Information Services is working to connect the City's IP telephone network with the AT & T telephone network at the Kedzie Street CO so that telephone numbers outside of the Spring Street CO service area can participate in the City's IP telephone system and this requires additional prime lines to be installed; and
Whereas, Information Services has negotiated with AT&T for the installation of several new lines for this purpose, and obtained a 5-year pricing model that is advantageous to the city due to lower monthly pricing in a long-term contract; at a total cost of $400 per month per non-Sonet ring delivered line and $288 per month per Sonet ring delivered line; and
Whereas, Information Services has also negotiated with AT&T for several new "T1" or DSI phone lines, to expand the IP network to eight other locations within the city, including certain fire stations, CDA, and other city sites, and obtained 5-year quotes that are to the city's advantage due to lower monthly pricing in a long-term contract; at a total cost of up to $1208 per month for the eight locations; and
WHEREAS, under MGO 4.26(3), service contracts with a term of more than 3 years must be authorized by the Common Council; and
WHEREAS, under MGO 4.26(4)(b), if the total cost for services will exceed $25,000 and a competitive bidding process was not used, the Common Council must authorize the contract by resolution; and
WHEREAS,  Under MGO 4.26(4)(a)2., AT & T Wisconsin is the only vendor that can provide these services, because infrastructure exists from AT&T to facilitate the connection of the prime lines to the City network, which does not exist if another vendor were used. The additional infrastructure required by another vendor for prime lines or T1 lines would result in additional expenses for the City; and
WHEREAS, in order to continually upgrade the IP phone services and provide high speed connections to remote locations, Information Services would like the ability to add additional prime lines, DS1 and T1 lines, in the future, and it is standard in the telecom industry for such services to be structured as 5-year agreements; and
Now, Therefore, Be it Resolved that city staff are authorized to negotiate and the Mayor and City Clerk are authorized to sign a new 5-year contract with SBC Global Services, Inc. d/b/a AT & T Global Services on behalf of Wisconsin Bell, Inc. d/b/a AT&T Wisconsin, or a 5-year amendment to the City's existing ICB Agreement, for the above-described services; and
BE IT FURTHER RESOLVED that the Purchasing Supervisor is authorized to sign future amendments to such contract for the purpose of adding additional Prime lines, or DS1/T1 lines as needed, to support the City's IP phone system and provide high speed connections to remote locations, as long as the funds are available in the budget.
