Title: SUBSTITUTE - Amending Section 1.08(3)(a) of the Madison General Ordinances to modify, repeal and recreate bail deposit amounts for various ordinance violations, amending Sec. 23.35(2) of the Madison General Ordinances to increase the forfeiture for permitting animal to cause injury by bite, amending Section 24.09(6) of the Madison General Ordinances to be in conformity with state statute, amending Section 34.26 of the Madison General Ordinances to modify the forfeiture range for removal or tampering with Fire Protection Systems.

Fiscal Note
Most of the bail deposit changes will have little or minimal impact on General Fund/Ordinance Violations revenues and are primarily intended to achieve uniformity among the various bail deposits.  However, the Ordinance proposes increased bail deposits for three categories that may yield significant impact on General Fund revenues:  increases in "Damage to Property" bail deposits may result in additional General Fund revenues of $10,000 to $15,000 annually; increases in the "Animal Causing Injury" deposits may yield an additional $1,000 to $1,500 annually;  and, most noteworthy, increases in "Retail Theft" deposits may yield increased revenues of $65,000 to $85,000 annually.
