Requesting that the Chief of the Madison Police Department delay eliminating the three (3) neighborhood police officers and reassigning them until the Madison Police Department staffing study has been completed.
Body
Whereas, the City of Madison Police Department (MPD) has maintained a neighborhood officer program in challenged neighborhoods in the City of Madison since (1987), and;

Whereas, the neighborhood officer program has been an effective method of providing community based public safety in challenged neighborhoods, have reduced neighborhood crime, and provided a positive connection to the MPD, and;

Whereas, neighborhood officers have been embraced by the neighborhoods that they serve, and;

Whereas, the Chief of Police of the MPD has proposed to eliminate three of the fourteen neighborhood officer positions and transfer these officers to other MPD positions, and;

Whereas, the neighborhoods that will lose neighborhood officers have expressed their concern and opposition to this transfer, and;

Whereas, numerous neighborhood officers, patrol officers, and alders have expressed their concerns and opposition to this transfer, and;

Whereas, the Madison Police Department will be conducting a comprehensive staffing study in 2007 that will address future staffing level needs throughout the Department in the future, including the need for neighborhood officers, patrol officers, Education Resource Officers, and other positions, and;

Whereas, elimination of the three neighborhood officers at this time could result in an untimely and unnecessary loss of public safety resources in challenged neighborhoods, and;

Whereas, the Chief of Police of the MPD has the authority to eliminate and/or reassign the neighborhood officers at his sole discretion, without input or oversight from the Madison Common Council,
