Fiscal Note
The City serves as the fiscal agent for the Dane County Narcotics and Gang Task Force. Revenues and expenditures of the Task Force are accounted for in a segregated fund and are not subject to the Expenditure Restraint Program. The City's participation in the Task Force is anticipated in the 2007 Operating Budget.

PREAMBLE

In 1995, the Common Council, by Resolution number 52,156, authorized the City of Madison to function as fiscal agent for the Dane County Narcotics and Gang Task Force. The Council also authorized the City to accept federal funding on behalf of the Task Force. In 2002, the Common Council adopted Resolution number 59,078, extending the agreement authorizing the Dane County Narcotics and Gang Task Force.

The Task Force is a multi-jurisdictional law enforcement unit. Its purpose is to combat gangs and the illegal distribution, sale, and use of controlled substances within Dane County. It was created by an intergovernmental agreement between the City, Dane County, and the University of Wisconsin, according to the provisions of Sec. 66.0301, Wis. Stats. The basic provisions of the agreement are as follows:

1. The Task Force is managed by a steering committee comprised of Madison's Chief of Police, the Dane County Sheriff, and the Chief of the University of Wisconsin Police Department.

2. Each unit of government furnishes staff members who are assigned by and responsible to their respective superiors. Each unit of government is responsible for discipline, compensation and benefits, worker's compensation and disability coverage.

3. The City of Madison serves as fiscal agent and a City of Madison officer, with the rank of lieutenant or above, commands the Task Force.
